Missing card.

Our Beowulf deck only has 59 cards. Is this a common problem with them all?

Is there a house rule some use to get crew members in the first draw? My opponent went half a dozen turns discarding everything and drawing up without seeing a crew card. I let them reshuffle their deck and after a few more turns finally hit one. This really impacted their gamer as I gained steam as soon as I had crew and they couldn't catch up gaining them so late.
