Contact user blank in all profiles

The instructions for using the player locater tell me to use the "Contact User" in the profile to hook up with other local players, but the contact user section is blank in all the users local to me. I checked my own profile and all the OK-to-contact-me settings are turned on, but my contact user section is also empty. I checked a bunch of users (randomly and semi-randomly chosen), and ALL the Contact User sections are empty. There seems no way to actively contact anybody. Best I can do right now is post in a thread and (passively) hope that the person I am trying to contact sees my post.

Is this by design? Or am I missing a setting somewhere to allow me to see the Contact User section content? Or is it just broken?
