Couple of reasons. First, by having a credit cost, even a cost of , it means that anything that may modify the credit cost to use of crew abilities would also be able to modify this ability. Currently I don't think there are any such effects, but there could be.

Second, as a matter of formatting, since the action has a timing restriction, we thought we should also give it costing for clarity.

A cost of is free, you don't have to expend any to meet it.
